Should Guatemala fail to pass such legislation, the U.S. may reactivate an arbitration panel established in a 2011 labor enforcement case brought under the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR), the USTR said. The U.S. imports $3.1 billion in goods from Guatemala and exports $3.9 billion in goods annually, according to USTR statistics (here).
