- GSP investigation and Bolivia. The Generalized System of Preferences is a program in which the EU offers developing countries tariff reductions. The EU does not, in return, expect the same from those developing countries. Part of the requirements for becoming a GSP country is following 27 international conventions on human rights, labor rights and sustainable development. Bolivia withdrew from the UN Single Convention on Narcotic Drugs in order to re-join under a provision that would allow traditional use of the coca leaf. Since there has been no weakening in implementation of other parts of the Convention, Bolivia retains its GSP status according to the EU Commission. (here)
