China Stainless Steel Sinks: AD Rates Fall for Most in Final Determination

The International Trade Administration issued its final affirmative antidumping duty determination on drawn stainless steel sinks from China (A-570-983). AD rates fell for all separate rate respondents, but remained the same for the China-wide entity. The final determination is effective Feb. 26.

Suspension of Liquidation

The ITA will direct CBP to continue to suspend liquidation for all subject merchandise entered on or after Oct. 4, 2012, the date of the preliminary determination.

Estimated AD Cash Deposit Rates Revised

The ITA will instruct CBP to require an AD cash deposit for all imports of subject merchandise which were entered, or withdrawn from warehouse, for consumption on or after Oct. 4, equal to the following revised AD rates (as adjusted for subsidies found in the companion CV final determination):

Adjustment for Export Subsidies

The ITA said it will adjust AD cash deposits by the amount of export subsidies found in the companion CV duty investigation, as well as the rate at which subsidies are “passed through” to export prices. The adjusted AD cash deposit rates were not included in the published final determination. But according to the ITA fact sheet on the final determination, AD cash deposit rates will be as follows: Superte -- 39.77%; Dongyuan -- 24.12%; Yingao -- 32.56%; Other separate rate companies -- 31.95%; China-wide entity -- 76.45%.
