Italy Pasta: Granoro Revoked from AD Order; Could be Among Last Zero-Rate Company-Specific Revocations
The third consecutive zero or de minimis antidumping duty rate received by Pastificio Attilio Mastromauro Granoro S.r.L. will result in revocation of the AD duty order for the company, said David Simon, counsel for Granoro. The company received its third consecutive zero rate in the Feb. 8 final results of the antidumping duty administrative review of pasta from Italy (A-475-818). The AD duty order will no longer apply to Granoro, so pasta exported by the company will not be subject to suspension of liquidation or cash deposit requirements.

The Granoro revocation could be one of the last zero-rate company-specific revocations that the ITA will grant, Simon said. “It certainly will be for pasta,” he said. A May 21, 2012 final rule ended the practice of revoking AD/CV duty orders for companies with three consecutive zero rates effective for administrative reviews initiated on or after June 20, 2012. Company-specific revocations by other means, such as changed circumstances reviews in response to domestic industry expressing lack of interest in continuing an AD/CV duty order for a company, will still be possible.
