Vietnam Hangers: Details of AD Duty Order
The International Trade Administration issued an antidumping duty order on steel wire garment hangers from Vietnam (A-552-812). The order details a two-day "gap period" of Jan. 30-31 of no AD duty liability due to the expiration of the provisional measures period. Also, AD cash deposits collected between May 4 and Aug. 1, 2012 will be refunded because of the International Trade Commission's determination of no critical circumstances.

Gap Period of No AD Suspension of Liq or AD Duties for Jan. 30-31
For this investigation, the six-month provisional measures period for which the AD suspension of liquidation may remain in effect before the order is issued began on Aug. 2 (the publication date of the preliminary determination) and ended on Jan. 29.
As the publication date of the International Trade Commission's final affirmative injury determination is Feb. 1, the ITA is instructing CBP to terminate the AD suspension of liquidation and to liquidate, without regard to AD duties, unliquidated entries of subject merchandise from Vietnam with a time of entry of Jan. 30-31 (the gap period).
(For entries with a time of entry on or after Aug. 2, 2012 through Jan. 29, 2013 suspension of liquidation and AD duty liability remains in effect.)
Refund on Cash Deposits Collected for Critical Circumstances
In its final injury determination, the ITC overturned the ITA's AD critical circumstances determination for imports of hangers from Vietnam. AD cash deposits collected for entries of subject merchandise between Mary 4 and Aug. 1, 2012, collected because of the ITA's determination of critical circumstances, will be refunded, and suspension of liquidation will be lifted.
AD Suspension of Liq Instructions
Suspension of liquidation resumes for all entries of subject merchandise from Vietnam with a time of entry on or after Feb. 1, the date of publication of the final ITC affirmative injury determination.
AD Cash Deposit Instructions
An AD cash deposit requirement is also in effect for subject merchandise from Vietnam with a time of entry on or after Feb. 1.
The ITA will instruct CBP to require, at the same time as importers deposit estimated duties, a cash deposit equal to the AD duty rates listed below for all entries of subject merchandise from Vietnam with a time of entry on or after Feb. 1, 2013, adjusted for any export subsidies found in the companion CV duty determination:
