Because of the company's zero rate, the ITA will instruct CBP to liquidate entries exported by ArcelorMittal Romania without regard to AD duties. In accordance with its 2003 "automatic assessment" regulation, unreviewed entries of subject merchandise produced by ArcelorMittal Romania for which it did not know the merchandise was destined for the U.S. will be liquidated at the all others rate.
(The review period is 07/01/10 -- 06/30/11. See ITA's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions (no cash deposit required for ArcelorMittal Romania), the all others AD rate of 13.06%, etc. See ITT's Online Archives 12082027 for summary of the preliminary results of this administrative review, unchanged in these final results.)
