China Magnesia Carbon Bricks: Prelim Results of AD Admin Review
The International Trade Administration issued the preliminary results of its administrative review of the antidumping duty order on certain magnesia carbon bricks from China (A-570-954). Two companies subject to this review were assigned adverse facts available (AFA) rates for their alleged lack of cooperation, and the ITA preliminarily rescinded this review with respect to RHI1 because it made no shipments during the period of review. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.

2The ITA assigned this AFA AD rate to Fengchi because it did not respond to a supplemental questionnaire. After an affirmative preliminary scope determination about one month after issuance of the initial questionnaire, the ITA requested information on sales of magnesia aluminum carbon bricks (MACB) from Fengchi. Fengchi said it didn't have enough time to respond to the request, and that the decision was preliminary. The ITA continued to find MACB to be in-scope in its July final scope determination, and continued to request the information. Fengchi declined to provide the data, and so the ITA assigned it an AFA AD rate of 236 percent.
