China Honey: ITA Finds Honey / Rice Syrup Blend In-Scope in Final Determination
Blends of honey and rice syrup fall within the scope of the antidumping duty order on honey from China (A-570-863), the International Trade Administration said in its final affirmative determination of circumvention. The ITA said it received no comments on its preliminary determination, and so adopted it unchanged as final.

The ITA said honey / rice syrup blends were not available at the time the AD order was issued in 2001, but have the same general characteristics as subject merchandise, are subject to the same expectations by the ultimate purchasers, have the same uses, are sold through the same channels of trade, and are advertised and displayed in a manner similar to the subject merchandise. Therefore, the ITA said, blends of honey and rice syrup from China, regardless of the percentage of honey they contain, are later-developed merchandise and are within the scope of the AD order.
The ITA will direct CBP to continue to suspend liquidation of blends of honey and rice syrup from China that were entered, or withdrawn from warehouse, for consumption on or after Dec. 7, 2011 (the date of initiation of this anticircumvention inquiry).
(See ITT’s Online Archives 12062106 for summary of the preliminary affirmative determination in this anticircumvention inquiry, which was initiated on the basis of a request from the American Honey Producers Association and the Sioux Honey Association. Anhui Hundred Health Foods Co., Ltd. was the main respondent.)
