Canadian Government Notices for Sept 13-14

- Consultations on Buy American in Jobs bill. Canada's Minister of International Trade states that President Obama’s recent American Jobs Act proposal includes Buy American provisions as a part of the infrastructure funding proposal. He has instructed Canadian officials to initiate the consultation process that was established as part of the 2010 Canada-U.S. Agreement on Government Procurement regarding this issue. (here)
- Use of Zero-Class Code. The Canada Border Services Agency (CBSA) issued Customs Notice 11-016 on the criteria for the acceptable use of the "Zero-Class Code" (ZCC) under the previously announced CBSA initiative concerning Mandatory HS Codes at Time of Interim Accounting. The requirements pertain to low value shipment goods valued at $1,600 or less released through the commercial process using either a Pre-Arrival Review System (PARS) or Release on Minimal Documentation (RMD) service option. - Libya sanctions. The Department of Foreign Affairs and International Trade (DFAIT) has issued notices on Canada's lifting of certain Special Economic Measures on Libya (here) and (here)
- China Pup Joints: AD/CV investigations. CBSA announced that it is initiating investigations into the alleged dumping and subsidizing of certain pup joints from China. (here)
- Steel import monitoring. DFAIT has issued an order amending the Import Control List to replace two items subject to Canada's steel import monitoring program (here)
- Domestic substances list updates. The Minister of the Environment and the Minister of Health have issued orders amending the Domestic Substances list. (here) and (here)

- NAFTA textile/apparel TPL. DFAIT has updated the NAFTA tariff preference level utilization for textiles and apparel through September 12, 2011. (here)
