CBP Announces, then Delays, Aug 20 Loading of M1 Code, New ACE Portal Enhancements

U.S. Customs and Border Protection stated on August 19, 2011 that it was set to deploy new code for capabilities related to rail and sea manifest (M1) on August 20, 2011, and that there would also be code for new ACE Portal capabilities that would be available to the trade in a phased approach. However, CBP issued a new message on August 21 stating that due to an unanticipated technical difficulty, deployment would be delayed one week. CBP also stated that a CSMS message would be issued with the new deployment date as soon as the schedule is confirmed.

The earlier August 19 message had explained that when the M1 code was deployed, there would be no operational use of the new system until it is deemed fully operational and stable. Once operational and stable, CBP would notify trade partners that had completed their M1 certification and testing that they could begin transmitting to ACE.

CBP had also stated in the August 19 message that the code would contain new ACE Portal capabilities, which would be available to the trade in a phased approach over two dates (August 21 and 29). The new ACE capabilities, now also delayed, were to include the following (see attachment for more complete list):

Phase 1 Portal Enhancements

New ACE capabilities that were to be available on August 21, 2011 were listed as including:

  • the ability for carriers to view continuous bonds in their ACE Portal account
  • the ability for brokers to begin creating rail entry banks
  • the ability to save customized reports to the Shared Reports Folder

Phase 2 Portal Enhancements

New ACE capabilities that were to be available on August 29, 2011 were listed as including:

  • the ability for carriers to view and verify ocean conveyances in their ACE Portal account
  • the ability for carriers to begin creating a list of authorized bond users
