Final Results of Review

As a result of its review, the ITA determines that the following net subsidy rate exists for the period of review:

CompanyNet Subsidy Rate
SRF Limited3.04%

Estimated CV Cash Deposit Requirements

The ITA will instruct U.S. Customs and Border Protection to collect a cash deposit of estimated CV duties at the rate of 3.04% for shipments of the subject merchandise produced and exported by SRF during the review period with a time of entry on or after May 27, 2011.

The cash deposit rates for all companies not covered by this review are not changed by the results of this new shipper review.

New Shipper Bonding Option No Longer Available

The ITA will also instruct CBP that importers may no longer post a bond or other security in lieu of a cash deposit on imports of PET Film from India, manufactured and exported by SRF, effective May 27, 2011.

(Public Law 109-280 suspended the option that previously allowed importers to post bond for estimated CV or antidumping duties until the completion of a new shipper review (except for those involving goods of Canada or Mexico). See ITT's Online Archives or 08/22/06 news, 06082205, for BP summary.)

Assessment Instructions

The ITA will issue CV assessment instructions to CBP within 15 days after May 27, 2011 to liquidate shipments of subject merchandise produced and exported by SRF and with a time of entry during the review period, at 3.04% ad valorem of the entered value.

(See ITA notice for more information, including the scope of the order, changes since the preliminary results, etc.
