China Cased Pencils: Final Results of AD Admin Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of certain cased pencils from China (A-570-827) for the period of December 1, 2008 through November 30, 2009.

Final Results of Review

As a result of its review, the ITA determines that the following weighted-average margin percentages exist for the period of review:

Estimated AD Cash Deposit Requirements

The following estimated AD duty cash deposit requirements are effective for all shipments of subject merchandise with a time of entry on or after May 13, 2011:

  1. Because the margins for Beijing Dixon and Rongxin are zero orde minimis, no cash deposits will be required these companies;
  2. For any previously reviewed or investigated PRC or non-PRC exporter not covered in this review with a separate rate, the cash deposit rate will be the company-specific rate established in the most recent segment of this proceeding;
  3. For all other PRC exporters, the cash deposit rate will be the PRC-wide rate established in the final results of the administrative review for the most recent period, which is 114.90 percent;
  4. The cash deposit rate for any non-PRC exporter of subject merchandise from the PRC will be the rate applicable to the PRC exporter that supplied that exporter.

Assessment Instructions

The ITA will issue assessment instructions to U.S. Customs and Border Protection within 15 days after May 13, 2011. The ITA has calculated exporter/importer (or customer)-specific assessment rates for the merchandise subject to this review. The ITA will instruct CBP to liquidate without regard to AD duties any entries for which the assessment rate is de minimis.
