Korea PET Film: Initiation and Prelim Results of AD CC Review

The International Trade Administration is initiating and issuing the preliminary results of an antidumping duty changed circumstances (CC) review of polyethylene terephthalate film, sheet, and strip (PET film) from Korea (A-580-807).

The ITA is initiating this review to determine whether Toray Advanced Materials Korea, Inc. (TAMK) is the successor-in-interest to Toray Saehan, Inc. for purposes of determining AD duty liability.

ITA Preliminarily Determines TAMK is Successor

The ITA preliminarily finds that TAMK is the successor-in-interest to Toray Saehan and, as a result, should be accorded the same AD duty treatment previously given to Toray Saehan.

TAMK to be Revoked from the Order, No AD Duties if Finalized

If this preliminary determination is sustained in the ITA's final results, TAMK will be entitled to Toray Saehan's treatment under the AD duty order (i.e., it will inherit Toray Saehan's revocation from the order).

Should the final results remain the same as these preliminary results, effective the date of publication of the final results, the ITA will instruct U.S. Customs and Border Protection to liquidate entries of merchandise produced or exported by TAMK without regard to AD duties, as TAMK's predecessor, Toray Saehan, is revoked from the order.
