China Off-the-Road Tires: Final Results of AD Admin Review

The International Trade Administration has issued the final results of its antidumping duty administrative review of certain new pneumatic off-the-road tires from China (A-570-912) for the period of February 20, 2008 through August 31, 2009.

Final Results of Review

As a result of its review, the ITA determines that the following weighted-average margin percentages exist for the period of review:

Estimated AD Cash Deposit Requirements

The following estimated AD duty cash deposit requirements are effective for all shipments of subject merchandise with a time of entry on or after April 25, 2011:

  1. For Starbright, Hangzhou Zhongce, KS Ltd., Laizhou Xiongying, Qingdao Taifa, and Weihai Zhongwei, the cash deposit rate will be the margins listed above;
  2. For previously investigated or reviewed PRC and non-PRC exporters not listed above that have separate rates, the cash deposit rate will continue to be the exporter-specific rate published for the most recent period;
  3. For all PRC exporters of subject merchandise which have not been found to be entitled to a separate rate, the cash deposit rate will be the PRC-wide rate of 210.48 percent determined in the less-than-fair-value investigation; and
  4. For all non-PRC exporters of subject merchandise which have not received their own rate, the cash deposit rate will be the rate applicable to the PRC exporter that supplied that non-PRC exporter.

Assessment Instructions

The ITA has calculated importer (or customer)-specific assessment rates for the merchandise subject to this review. The ITA will issue assessment instructions to U.S. Customs and Border Protection within 15 days after April 25, 2011.
