China and Mexico Galvanized Wire: ITC Institutes Prelim AD/CV Injury Investigations
The International Trade Commission has announced the institution of antidumping and countervailing duty injury investigations regarding galvanized steel wire from China and Mexico that is provided for in HTS subheadings 7217.20.30 and 7217.20.45.

These investigations are being instituted in response to a petition filed by Davis Wire Corp., Irwindale, CA; Johnstown Wire Technologies, Inc.; Johnstown, PA; Mid-South Wire Co., Inc., Nashville, TN; National Standard, LLC, Niles, MI; and Oklahoma Steel and Wire Co., Inc., Madill, OK.
ITC to Determine if U.S. Industry is Injured
The ITC is instituting these investigations to determine whether there is a reasonable indication that an industry in the U.S. is materially injured or threatened with material injury, or the establishment of an industry in the U.S. is materially retarded, by reason of imports from China and Mexico of galvanized steel wire that are alleged to be sold in the U.S. at less than fair value and alleged to be subsidized by the Government of China.
ITC Must Reach Preliminary Injury Determination by May 16
Unless the International Trade Administration extends the time for initiation, the ITC must reach a preliminary determination in AD and CV duty injury investigations in 45 days or, in this case, by May 16, 2011. The ITC's views are due at the ITA within five business days thereafter, or by May 23, 2010.
ITA Will Initiate AD/CV Investigations if ITC Injury Found
If the ITC preliminarily finds injury, the ITA will initiate its investigation to determine whether there is dumping or subsidizing, and if so, the margin of dumping or amount of subsidy.
