ITA Fact Sheet Announces Preliminary CV Rates for China Wood Flooring

The International Trade Administration has issued a fact sheet announcing its affirmative preliminary determination in the countervailing duty investigation of multilayered wood flooring from China.

As a result of this preliminary determination, the ITA will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on the preliminary estimated CV duty rates below.

Preliminary CV Rates Range from Zero to 27.01%

The ITA preliminarily determined that Chinese exporters of multilayered wood flooring have received countervailable subsidies ranging from 0.00% to 27.01% ad valorem.

Mandatory respondent Fine Furniture (Shanghai) Ltd. (and its affiliates Great Wood (Tonghua) Ltd. and Fine Furniture Plantation (Shishou) Ltd.) will receive a preliminary net subsidy rate of 2.25%.

Mandatory respondents Zhejiang Layo Wood Industry Co., Ltd. (and its affiliate Jiaxing Brilliant Import & Export Co., Ltd.), and Zhejiang Yuhua Timber Co., Ltd., will receive preliminary net subsidy rates of zero.

In addition, the ITA assigned 127 companies an adverse facts available (AFA) rate of 27.01%, for failing to respond to requests for information.

All other Chinese producers/exporters will receive a preliminary net subsidy rate of 2.25%.

Final CV Determination Scheduled for June 2011

The ITA is currently scheduled to make its final CV duty determination in June 2011.
