New Bill Calls for Increase in Raw Cane and Refined Sugar TRQs
On January 25, 2011, Senator Shaheen (D) introduced the Stop Unfair Giveaways and Restrictions (SUGAR) Act of 2011 (S. 25), which would increase tariff rate quotas on certain sugar and decrease/eliminate certain federal price support and protection for sugar producers.

According to a Congressional Research Service summary, S. 25 would, among other things, direct the Secretary of Agriculture (USDA) to implement a program to increase the tariff-rate quotas for raw cane sugar and refined sugars that ensures a competitive U.S. sugar processing industry and an adequate supply of reasonably priced sugar in the U.S.
A press release from Senator Shaheen notes that U.S. consumers are subsidizing domestic growers of sugarcane and sugar beets and buyers and sellers are prevented from trading freely because of special restrictions on imports and domestic production.
