CBP Provides FTZ e214 Enrollment Information

U.S. Customs and Border Protection has posted information on enrolling in the program for the electronic submission of the CBP Form 214 (e214, Foreign Trade Zone Admission and/or Status Designation) for both ABI participants (filers and software vendor) and non-ABI participants.

(In August 2005, CBP announced its plan to conduct a voluntary program to test the viability of submitting electronic FTZ admission applications (CBP Form 214, e214) to CBP. The test program was intended to run for a period of approximately 6 months from the program's September 30, 2005 commencement date with a final evaluation to take place at the end of that period. However, CBP sources previously stated that the test never stopped and CBP has been extending the time limit of the test.)

Non-ABI Participants

Non-ABI participants must send a letter of intent (LOI) to the following address:

The following information should be included on the LOI:

  • Name, address and phone number of your company.
  • Type of business (i.e. zone operator, user).
  • Name and phone number of point of contact.
  • Software vendor or provider (how will the company be transmitting the data?)
  • Zone ID designation assigned to the FTZ Admission Applicant’s site. CBP notes that the Subzone Site or GP Site designation must be activated by the FTZ Board or the local port CBP FTZ Administrator, respectively, before submitting the Letter of Intent.
  • If the participant does not have a filer code, they are asked to request one in their LOI.

Upon receiving the LOI, a CBP Client Representative will be assigned to work with the company and serve as technical advisor.

ABI Participants

Filers. Current ABI filers should contact their assigned client representative to enroll.

Software vendors. Software vendors who are interested in developing software should include the following information in their LOI:

  • A brief description of the company's current or planned hardware, data communications system, entry processing system, and the expected completion date of the programming.
  • If the company has offices in more than one location that may be communicating through ABI, include a list of all company offices, their exact locations.
  • The name and telephone numbers of the company's principal management contact, technical contacts for CBP operations, applications program development personnel, and computer data communications personnel.
  • If the company does not have a filer code assigned to them, include a statement requesting issuance of a filer code for purposes of filing CBPF214 data. If the company has a filer code, they will not need a separate filer code for filing the CBPF214 data.
