Los Angeles Local Procedures for Single Transaction Bonds

U.S. Customs and Border Protection's Port of Los Angeles has issued a Public Bulletin to clarify local procedures in effect at ports within the Los Angeles Field Office when a Single Transaction Bond (STB) is used to secure release of cargo from CBP custody.

These procedures apply at all ports within the Los Angeles Field Office (port codes 2704-2795).

2 Copies of STB Needed, CBP Verifies STB Data Against Entry Package & Automated Systems

When a STB is used to secure release of an entry, filers will provide two copies of the STB along with the CBP Form 3461 entry package.

  • One copy of the STB is to be attached to the left side of the entry folder. This copy will be retained by CBP pending submission of the entry summary.
  • The second copy of the STB should be attached to the right side of the folder, along with the CBP Form 3461 and other entry documents.

If an entry package is submitted without both copies of the STB, it will be returned to the filer for correction and proper filing. CBP notes that all STBs must adhere to the bond conditions outlined in 19 CFR 113.

Failure to accurately complete the STB will result in unnecessary delays in processing the release of the shipment. CBP verifies all STB data elements against the information from the entry package and CBP automated systems. If discrepancies are found, the entry package must be rejected for correction and resubmission.
