APHIS Issues Summary Sheet of Lacey Act Declaration "Special Case" Codes

The Animal and Plant Health Inspection Service has posted a comprehensive list of the “Special Case” Codes1 that are currently allowed to be used when completing the Lacey Act Declaration (PPQ 505 - Plant and Plant Product Declaration Form).

The codes were created to simplify the declaration process for certain complex goods, and for goods that meet other specific criteria (see below for links to guidance documents on the criteria).

The codes are for Box 14 (Scientific Name -- genus and species) and Box 15 (Country of Harvest).

If for ABI programming reasons, the filer is unable to enter “**” for the Country of Harvest, APHIS states that they should enter the CO (Country of Origin).
