China Diamond Sawblades: Initiation of AD Changed Circumstances Review

The International Trade Administration is initiating an antidumping duty changed circumstances review of diamond sawblades and parts thereof from China (A-570-900).

The ITA is initiating this review to determine whether Hebei Husqvarna-Jikai Diamond Tools Co., Ltd. is the successor-in-interest to (1) Hebei Jikai Industrial Group Co., Ltd. or (2) Electrolux Construction Products (Xiamen) Co., Ltd. (Electrolux Xiamen).

ITA to Assign Either 48.50% or 164.09% AD Rate if Successor-in-Interest

In November 2009, the ITA published an AD duty order on diamond sawblades and parts thereof from China, and assigned Hebei Jikai an estimated AD duty rate of 48.50%, and assigned Electrolux Xiamen the China-wide entity rate of 164.09%.

Therefore, if the record demonstrates that, with respect to the production and sale of the subject merchandise, Hebei Husqvarna-Jikai operates as the same business entity as Hebei Jikai, the ITA will assign it a rate of 48.50%.

If the ITA determines that Hebei Husqvarna-Jikai operates as the same business entity as Electrolux Xiamen, the ITA will assign it the China-wide entity rate of 164.09%.

The ITA will issue the final results of this AD duty changed circumstances review no later than 270 days after September 24, 2010 (the date of initiation).
