(The ITA previously determined that subject merchandise exported by mandatory respondent TPCO benefitted from an export subsidy, and its AD duty rate, as well as the AD rates for the separate rate respondents, were adjusted for the countervailing (CV) duty export subsidy in the preliminary AD determination. However, the preliminary AD determination was later amended for certain companies, thus necessitating this further rate adjustment for the CV export subsidy.)
Adjusted AD Cash Deposit Rates (Most Reduced for Export Subsidies)
The ITA has directed CBP to require a cash deposit or bond for shipments of subject merchandise with a time of entry on or after April 28, 20101 for the following exporter/producer combinations, at the adjusted AD duty rates listed below.
Exporter | Adjusted Rate |
Tianjin Pipe International Economic and Trading Corporation (TPCO) | 22.59% (from 22.67%) |
Hengyang Steel Tube Group Int’l Trading Inc. | 91.90% (unchanged)2 |
Xigang Seamless Steel Tube Co., Ltd. | 56.75% (from 57.30%) |
Jiangyin City Changjiang Steel Pipe Co., Ltd. | 56.75% (from 57.30%) |
Pangang Group Chengdu Iron & Steel Co., Ltd. | 56.75% (from 57.30%) |
Yangzhou Lontrin Steel Tube Co., Ltd. | 56.75% (from 57.30%) |
Yangzhou Chengde Steel Tube Co., Ltd. | 56.75% (from 57.30%) |

1CBP notes that the ITA will issue separate instructions authorizing CBP to refund any excess AD duty deposits.
2The AD rates for the mandatory respondent Hengyang and the China-wide entity were not amended by the ITA, so no further export subsidy adjustment is needed.
