1. WCO Calls on Customs Worldwide to Help in Ash Cloud Trade Recovery

The World Customs Organization has called on Customs authorities around the world to expedite Customs clearances of air freight, to the greatest extent possible, to support rapid global recovery of air cargo supply chains following the volcanic ash cloud crisis that shutdown much of Europe’s airspace for one week. 2. Canada Begins 3rd Round of Talks with EU on Trade and Economic Agreement

Canada's Minister of International Trade met with officials from the European Union for a third round of negotiations toward a comprehensive economic and trade agreement. One study shows that a stronger economic partnership could boost Canadian - Europe trade by $38 billion. 3. Canada Proposes to Regulate GHGs from Autos and Light Trucks

Canada's Environment Department has issued proposed "Passenger Automobile and Light Truck Greenhouse Gas Emission Regulations" to establishing mandatory GHG emission standards for new vehicles of the 2011 and later model years that are aligned with U.S. standards. 4. Canada Seeks Comments on Future Areas for North American Regulatory Cooperation

Canada's Department of Foreign Affairs and International Trade (DFAIT) is asking for Canadian comments by May 26, 2010 on areas where increased cooperation between Canada, the United States and Mexico could reduce significant regulatory-based differences that pose actual or potential barriers to Canadian competitiveness. 5. CPSC Announces Open Meetings with Industry Stakeholders

The Consumer Product Safety Commission has updated its list of meetings between CPSC and industry stakeholders that are open to the public, unless otherwise stated (partial list):

  • CPSC's Robert Garrett and the National Electrical Manufacturers Association; 04/29/10; to discuss a CPSC staff report on fires involving residential duplex electrical receptacles.
  • CPSC's Patricia Adair updated the Exporter’s Textile Advisory Committee (ETAC) on CPSC projects affecting textile and apparel products; 04/20/10.

6. CPSC Announces April 28 Closed Compliance Meeting

7. European Chemicals Agency Issues April Newsletter

The European Chemicals Agency has issued its April 2010 Newsletter. 8. WTO Posts Revision to Export Competitiveness of India's Textiles/Apparel

9. CBSA Finds Final Dumping for U.S. Polyiso Insulation Board

The Canadian Border Services Agency has issued a final affirmative determination of dumping for faced rigid cellular polyurethane-modified polyisocyanurate thermal insulation board originating in or exported from the United States. The provisional dumping rate, which has been in effect since January 6, 2010, is approximately 21.9%. 10. Canada Issues 2010 Milk Quota Holders' Lists

11. CITT Hearing on Classification of Personal Flotation Devices

The Canadian International Trade Tribunal will hold a public hearing on May 12, 2010 to consider the appeal of Canadian Tire Corporation Ltd. of CBSA's classification of a personal flotation device under 6307.20.00 as life-jackets and life-belts. Canadian Tire argues for classification under 3926.90.90 as other articles of plastics and articles of other materials of headings 39.01 to 39.14. 12. EU Official Journal Notices Involving Trade for April 21, 2010

In the April 21, 2010 edition of the Official Journal of the European Union, the following trade-related notices were posted:

  • Commission Regulation No 323/2010 establishing the standard import values for determining the entry price of certain fruit and vegetables;
  • Commission Regulation No 324/2010 on the issuing of import licenses for applications lodged during the first seven days of April 2010 under tariff quotas opened by Regulation (EC) No 616/2007 for poultry meat;
  • Commission Regulation No 325/2010 amending the representative prices and additional import duties for certain products in the sugar sector fixed by Regulation (EC) No 877/2009 for the 2009/10 marketing year.

13. EU Official Journal Notices Involving Trade for April 22, 2010

In the April 22, 2010 edition of the Official Journal of the European Union, the following trade-related notices were posted:

  • Commission Regulation No 326/2010 amending Regulation (EEC) No 3846/87 establishing an agricultural product nomenclature for export refunds;
  • Commission Regulation No 328/2010 amending Regulation (EC) No 341/2007 opening and providing for the administration of tariff quotas and introducing a system of import licences and certificates of origin for garlic and certain other agricultural products imported from third countries;
  • Commission Regulation No 329/2010 establishing the standard import values for determining the entry price of certain fruit and vegetables;

14. EPA Sends OMB Proposed Rule on GHG Confidential Business Info

The Environmental Protection Agency has sent a proposed rule on the "Determination of Confidential Business Information Collected Under the GHG Mandatory Reporting Program" to the Office of Management and Budget for approval. 15. FDA Announces Food Labeling Workshop for Industry

The Food and Drug Administration is announcing a public Food Labeling Workshop on May 17 and 18, 2010 in Stillwater, OK, which is intended to provide information about FDA food labeling regulations and other related subjects to the regulated industry, particularly small businesses and startups. 16. OFAC Publishes Names of 2 Blocked Pakistan Nationals Under Terrorism EO

The Office of Foreign Assets Control is publishing the names of two newly-designated Pakistan nationals whose property and interests in property are blocked pursuant to Executive Order 13224, “Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism,” effective April 15, 2010. 17. OFAC Unblocks 13 Colombians From Narcotics Traffickers EO

The Office of Foreign Assets Control is publishing the names of thirteen Colombian individuals whose property and interests in property have been unblocked pursuant to Executive Order 12978, Blocking Assets and Prohibiting Transactions With Significant Narcotics Traffickers, effective April 16, 2010. 18. DDTC Name Change Notice

The Directorate of Defense Trade Controls has announced that Glass Mountain Optics, Inc. has changed to FlightSafety International, Inc.
