ITC Posts January 1, 2010 HTS to its Website
The International Trade Commission has posted to its Web site the 2010 Harmonized Tariff Schedule of the U.S., which is effective January 1, 2010.

January 1, 2010 HTS Reflects Staged Duty Reductions, Proclamations Etc.
The January 1, 2010 edition of the HTS reflect the following changes (partial list):
- Proclamation 8467 which amended the list of GSP countries and extended certain Israel agricultural TRQs (See ITT's Online Archives or 12/30/09 news, 09123025, for BP summary);
- Proclamation 8468 which amended the list of AGOA countries (See ITT's Online Archives or 12/30/09 news, 09123025, for BP summary);
- The staged duty reductions that are effective January 1, 2010 for a number of free trade agreements (FTAs);
- Proclamation 8414 which addressed market disruption from imports of certain passenger vehicle and light truck tires from China (See ITT's Online Archives or 09/17/09 news, 09091705, for BP summary);
- Proclamation 8405 which adjusted the North American Free Trade Agreement rules of origin, and U.S. Note 1 to Chapter 99, Subchapter VIII (Israel Free Trade Area Agricultural TRQs) effective October 1, 2009 (See ITT's Online Archives or 09/02/09 news, 09090210, for BP summary);
- The United States Trade Representative's implementation of the U.S.- EU Beef Hormones Memorandum of Understanding, effective March 23, 2009 (See ITT's Online Archives or 03/18/09 news, 09031810, for BP summary);
- The USTR's correction to HTS General Notes 11(a) and 11 (d), effective February 1, 2009, in order to list Peru as eligible for the ATPA/ATPDEA (See ITT's Online Archives or 02/05/09 news, 09020510 for BP summary);
- The Census Bureau changes in the Notice to Exporters, Schedule C (Classification of Country & Territory Designations for U.S. Import Statistics) and Schedule D (Customs District and Port Codes).
- Changes at the statistical level (9th and 10th digits) approved by the 484(f) Committee for Statistical Annotation of Tariff effective July 1, 2009, and January 1, 2010;
- Corrections of typographical errors.
(This edition of the HTS does not contain updated "change of tariff classification" and other rule of origin necessitated by Proclamation 8097 for all U.S. free trade agreements. Only the rules for the North American Free Trade Agreement (NAFTA), the U.S.-Australia Free Trade Agreement (AFTA), the U.S.-Chile FTA (CFTA), and the U.S.-Singapore FTA (SFTA) have been updated for the extensive tariff schedule changes implemented by Proclamation 8097 in February 2007.)
Print Version is Going to GPO Contractor for Printing/Distribution
According to ITC sources, the print version of the January 1, 2010 HTS is in the process of being sent to the Government Printing Office contractor for printing and distribution to subscribers, which is expected to take several weeks.
