2. U.S., COMESA Discuss AGOA, Trade Capacity Building

U.S. trade and development officials held in-depth discussions with officials from the Common Market for Eastern and Southern Africa (COMESA) to review progress on their work together under the U.S.-COMESA Trade and Investment Framework Agreement (TIFA). Officials at the meeting examined implementation of the African Growth and Opportunity Act, trade capacity building, biotechnology, and investment. The two sides also discussed aspects of the Obama Administration's unfolding plans for promoting global food security. 3. Joint Statement from USTR and USDA Regarding Expanded Market Access for U.S. Beef in Taiwan

The Office of the U.S. Trade Representative and the U.S. Department of Agriculture have issued a statement announcing that Taiwan has agreed to expand its market access to U.S. beef and beef products on the basis of a bilateral protocol that has been negotiated. 4. Port of Long Beach, Others Evaluating Zero-Emission Ideas

The Port of Long Beach has announced that the port and a panel of independent experts will soon begin a review of ideas offered by seven companies for a zero-emission system to transport cargo containers. The concepts were generated in response to the port's Request for Concepts and Solutions for a Zero Emission Container Mover System (ZECMS), which was issued in June 2009. 5. FDA Draft Guidance on Listing of Ingredients in Tobacco Products

The Food and Drug Administration is announcing the availability of a draft guidance for industry entitled ''Listing of Ingredients in Tobacco Products.'' The draft guidance is intended to assist persons making tobacco product ingredient submissions to FDA as required by the Family Smoking Prevention and Tobacco Control Act. 6. FWS Considers Listing Salmon-Crested Cockatoo as Threatened

The Fish and Wildlife Service has issued a proposed rule to list the salmon-crested cockatoo (Cacatua moluccensis) as threatened, with a special rule, under the Endangered Species Act.
