ITC Initiates Investigation on 2009 GSP Annual Review (India Gold Chains, Etc.)

The International Trade Commission has issued a notice announcing that it has instituted an investigation, Advice Concerning Possible Modifications to the U.S. Generalized System of Preferences, 2009 Review of Additions and Removals.

The ITC will conduct its investigation in response to a request from the U.S. Trade Representative, who is considering the same modifications.

ITC to Provide Advice on Making Certain Vegetables, Wire, Etc. GSP-Eligible

In its investigation, the ITC will provide advice on the probable economic effect of the addition of five HTS subheadings to the list of articles eligible for the GSP:

ITC to Provide Advice on Removing GSP-Eligibility for Certain Gold Necklaces from India

The ITC will also provide advice on the probable economic effect of the removal of two HTS subheadings from duty-free status from India:

ITC Schedule for Hearing, Public Comments

The ITC will hold a public hearing regarding this investigation on November 16, 2009 in Washington, DC. The deadline for filing requests to appear at the hearing is November 4, 2009. The deadline for filing pre-hearing briefs and statements is November 5, 2009. Post-hearing briefs and statements and other written submissions are due by November 19, 2009.

The ITC is scheduled transmit its report to the USTR on January 21, 2010. As requested by the USTR, the ITC will publish a public version of the report, which will exclude portions of the report that the USTR has classified as well as any business confidential information.

Modifications to the list of articles eligible for GSP duty-free treatment resulting from the review will be announced on or about June 30, 2010, and any changes will take effect on the effective date announced (usually July 1st).
