DDTC Announces New Version of DSP-61 Form

The Directorate of Defense Trade Controls has issued a notice announcing that it has created a new D-Trade2 version of the DSP-61 PureEdge form (application/license for temporary import of unclassified defense articles), which has an implementation date of October 23, 2009.

New Version Corrects Functionality Problem with Name/Address Blocks

DDTC recently undertook a review of the current version 3.0 DSP-61 PureEdge form. The purpose of the review was to clarify and resolve the issues related to Block 20 - Foreign Intermediate Consignee which allows users to include additional parties on the form. The Add feature display included 12 separate Name and Address blocks, all of which were not functional.

The new form, version 3.1, corrects this problem and makes the 12 Name and Address blocks active.

Implementation Date is October 23rd, Phase-In Period Until that Date

The implementation date for the version 3.1 DSP-61 form is October 23, 2009.

However, to allow sufficient time for the reissue of the form, there will be a phase-in period where the industry can review and test the functionality of the revised requirements, which lasts until October 23, 2009.

The test server is available at https://dt2test.pmddtc.state.gov/dtrade/CertificateLogin. After accessing the site, the industry should download the DSP-61 form and Release Notes; ReleaseNotes_DT2Forms.doc.
