China's Ministry of Commerce has responded to the recent U.S. decision to impose 35-25% additional duties over three years on imports of tires for passenger cars and light trucks from China with two actions: (i) filing a formal complaint to the World Trade Organization through a request for consultations; and (ii) launching anti-dumping and anti-subsidy investigations into certain U.S. automobile and poultry products. 2. Report Says G20 Nations Are Mostly Refraining From Use of Restricted Trade Measures

In a joint report to G20 countries, the World Trade Organization (WTO), Organization for Economic Cooperation and Development (OECD), and the United Nations Conference on Trade and Development (UNCTAD) reported that G20 governments have refrained from extensive use of restrictive trade and investment measures in recent months but have continued, in a limited way, to apply tariffs and non-tariff instruments that have hindered trade flows. 3. President Designates Richard Lidinsky as FMC Chairman

On September 12, 2009, the President announced that he has designated Richard A. Lidinsky, Jr. as Chair of the Federal Maritime Commission. 4. President Announces Intent to Nominate Eric Hirschorn to be Head of BIS

On September 12, 2009, the President announced his intent to nominate Eric L. 5. AES Broadcast on New License Exception C58 for CCDs

The Census Bureau has issued an AES Broadcast announcing, effective immediately, a new License Exception C58 for Consumer Communication Devices (CCD) has been added to the Automated Export System (AES). Under License Exception CCD, exports of eligible commodities and software may be made to individuals in Cuba and to independent non-governmental organizations in Cuba. 8. FSIS Requests Comments on ANPR for Use of "Natural" in Labeling Meat, Poultry

The Food Safety and Inspection Service has issued an Advance Notice of Proposed Rulemaking to assist the Agency in defining the conditions under which it will permit the voluntary claim ''natural'' to be used in the labeling of meat and poultry products. 9. DEA Proposes 2010 Assessment of Needs for Certain List I Chemicals

The Drug Enforcement Administration has issued a notice proposing the initial year 2010 Assessment of Annual Needs for certain List I chemicals in accordance with the Combat Methamphetamine Epidemic Act (CMEA) of 2005. The CMEA requires DEA to establish production quotas and import quotas for ephedrine, pseudoephedrine, and phenylpropanolamine. Comments are due October 14, 2009. 10. OFAC Blocks Additional Entities/Individuals Under Narcotics Kingpin Act
