2The ITA is treating QVD, QVD Dong Thap Food Co., Ltd. (QVD DT), and Thuan Hung Co., Ltd. as a single entity in these preliminary results.
3The ITA is treating Vinh Hoan, Vinh Hoan USA Inc., and Van Duc Food Export Joint Stock Company as a single entity in these preliminary results.

(b) preliminary de minimis AD duty rates of 0.02%
Preliminary Results are Not in Effect and May be AmendedThese preliminary results are not in effect and may be amended in the final results of these reviews. The final results of the new shipper review for Thailand are currently due within 90 days of August 31, 2009, and the final results of the administrative review for Vietnam are currently due within 120 days of September 4, 2009.
