CBP has posted a notice containing tables that provide information on current free trade agreements and preferential trade legislation. The tables indicate that none of the current FTAs will expire. In addition, the preferential trade legislation table indicates that CBERA has no expiration date; GSP, ATPA/ATPDEA (except for Bolivia) are scheduled to expire on December 31, 2009; CBTPA is scheduled to expire on September 30, 2010; and AGOA is scheduled to expire on September 30, 2015. 2. August 13 Opening of 180-Day Special Import Quota for Upland Cotton
CBP has posted a memorandum announcing a special import quota of 13,407,416 kg for upland cotton that is provided for in HTS Chapter 99, Subchapter III, U.S. Note 6 and is entered under HTS 9903.52.57. (CBP notes that this quantity is not subject to the tariff rate quotas in Chapter 52 Additional U.S. Notes 5 through 10.)
The quota period is August 13, 2009 - February 8, 2010; to be counted under this quota, the cotton must be imported during this period and purchased not later than November 10, 2009. 3. Weekly TRQ/TPL Commodity Report as of August 10th
CBP has issued its weekly tariff rate quota (TRQ) and tariff preference level (TPL) commodity report as of August 10, 2009. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (Weekly commodity report, dated 08/10/09, available at http://www.cbp.gov/linkhandler/cgov/trade/trade_programs/textiles_and_quotas/commodity/cr08102009.ctt/cr08102009.pdf))
4. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 5. Updated CF 1400, CF 1401 Posted
CBP has posted an updated version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) - an electronic query report for CF 1400 of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP has also posted an updated CF 1401 (Record of Vessel in Foreign Trade Clearances) - an electronic query report for CF 1401 of the VMS, in accordance with 19 CFR 4.95, organized by clearances. 7. Global Entry Fact Sheet, Additional Documents
CBP has posted a fact sheet on the Global Entry trusted travel pilot program, a risk-based approach to facilitate the entry of pre-approved U.S. citizens, U.S. nationals, lawful permanent residents of the U.S. and citizens of other certain countries. CBP has also posted a Global Entry pamphlet, a list of enrollment centers and kiosk locations, instructions on how to use a kiosk, and a Global Entry program overview. (Documents posted 08/10/09)
