CBP CSMS Messages and Web Postings
CBP has issued a CSMS message announcing that the required programming updates to the Automated Commercial System (ACS) for the July 1, 2009 Generalized System of Preferences changes have been completed. CBP also posted a notice outlining the July 1st changes. 1. ACS Updated for GSP Changes
2. Harmonized System Update - Changes to the 2009 HTS
CBP has issued a CSMS message announcing recent changes to the 2009 Harmonized Tariff Schedule (HS Update No. 0903). This update contains 9,604 ABI records and 1,494 harmonized records. Changes include the following:
Modifications made as a result of Presidential Proclamation 8394, To Modify Duty-Free Treatment under the Generalized System of Preferences. These changes are effective on July 1, 2009.
Adjustments to cotton assessments mandated by the Agricultural Marketing Service (AMS). These adjustments are effective August 7, 2009.
Changes required by the verification of the 2009 HTS.
CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the Customs and Trade Automated Interface Requirements (CATAIR).

3. Online Registration for August 5th COAC Meeting
CBP has issued a notice announcing that those that intend to attend the August 5th, 2009 COAC meeting in Washington, DC should register using the new on-line registration system by close-of-business on July 31, 2009. 4. Updated TRQ/TPL "Threshold to Fill" List
CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor TRQs and TPLs that are approaching the restraint limit or have filled the in-quota (low) rate. The list is divided into two sections - those that are at least 85% filled and those that are closed. 5. CBP Publishes TRQ/TPL Close Dates, Updates Workbooks

The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
