2. President Continues National Emergency for Western Balkans

3. EPA Significant New Use Rules for 23 Chemical Substances
Effective August 24, 2009, EPA is issuing significant new use rules (SNURs) under section 5(a)(2) of the Toxic Substances Control Act for 23 chemical substances which were the subject of premanufacture notices. Four of these chemical substances are subject to TSCA section 5(e) consent orders issued by EPA. This action requires persons who intend to manufacture, import, or process any of these 23 chemical substances for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing that activity. Affected chemicals include ginger, zingiber and purpureum used in fragrances for cosmetics. Written comments are due by July 24, 2009. 4. EPA Final Rule on 2009 Allocation for Metered Dose Inhalers
With this final rule, effective June 24, 2009, the Environmental Protection Agency is allocating essential use allowances for the import and production of Class I ozone-depleting substances for use in metered dose inhalers for Calendar 2009. 5. FDA Seminars on Medical Devices: A Primer for Manufacturers and Importers
The Food and Drug Administration is announcing three 2-day public seminars on FDA medical device regulations and the training needs of startup and small device manufacturers and their suppliers. Seminars will be held in July and August 2009 in San Diego, Nashville, and Puerto Rico. Registration is $650 per person, per seminar. 6. OFAC Unblocks 4 Colombians from Traffickers List
The Office of Foreign Assets Control is publishing the names of four Colombian individuals whose property and interests in property have been unblocked pursuant to Executive Order 12978, Blocking Assets and Prohibiting Transactions With Significant Narcotics Traffickers. 7. TTB Adds Virus Scanning to COLAS Online Label Application System
The Alcohol and Tobacco Trade and Tax Bureau announced that on Tuesday, June 23, 2009, a new version of COLAs Online interactive label application system will be implemented, to include new virus scanning: every file that a customer attempts to upload into COLAs Online will first be scanned for viruses. 8. FTZ Scope Clarification Request for Canon Virginia, Inc.
The Foreign Trade Zones Board has issued notice that Canon Virginia Inc., operator of Foreign-Trade Subzone 20D in Newport News, Virginia for computer printer and related products, has filed a scope clarification request for the use of imported materials that were not specifically listed as foreign-sourced components in its original subzone request. 9. U.S. Settles Bid Rigging Case with Two German Moving Companies
Following allegations of violations of the False Claims Act, two German moving companies that subcontracted with American freight forwarding firms to transport goods belonging to military and civilian Department of Defense personnel, settled with the U.S., the Justice Department reported. ITO Mbel Transport GmbH agreed to pay $150,000, and Birkart Globistics GmbH & Co. Logistik and Service KG will pay $222,146. 10. LA Wholesaler Sentenced for Trafficking in Designer Goods
Mohammed Siddiquee, 32, of Los Angeles, received a 30-month federal prison sentence today for criminal trademark infringement. He was found to be selling counterfeit handbags, scarves, hats, shoes, and other apparel, bearing designer trademarks such as Chanel, Coach, Marc Jacobs, Louis Vuitton, Hermes, Prade, Dolce & Gabbana, and Gucci. 11. NAM Supports Administration's WTO Case Against China
The National Association of Manufacturers expressed strong support for the U.S. Trade Representative's announcement that the U.S. and the European Union are initiating dispute settlement procedures in the World Trade Organization regarding China's export restraints on raw materials important to U.S. manufacturers. 12. Canada Amends Its Hazardous Products Act Regulations
In the June 24, 2009 edition of the Canada Gazette, Canada issued regulations amending the Hazardous Products Act (Miscellaneous Program) regulations. 13. Canada Amends Its Consumer Chemicals and Containers Regulations
In the June 24, 2009 edition of the Canada Gazette, Canada issued regulations amending its Consumer Chemicals and Containers Regulations, 2001. Among other things, the definitions for "chemical product" and "flashback" are amended and the table to subsection 1(2) of the Regulations is replaced.
