CBP CSMS Messages and Web Postings

According to Animal and Plant Health Inspection Service sources, APHIS is now working on processing the applications it received for participation in the Lacey Act Blanket Declaration Pilot Program. APHIS has not yet given CBP a list of those that have chosen not to participate in the program and whose Line Release/BRASS C4 codes will be deactivated. (CBP was not expected to deactivate any codes until it got APHIS' list.) (See ITT's Online Archives or 05/29/09 news, 09052905, for BP summary announcing that pilot program submissions were to be post marked by May 30, 2009.)

3. 10+2 Vessel Stow Plan Guidance Posted

CBP has posted a guidance document on the transmission of the vessel stow plan which is required as part of 10+2. According to a CSMS message, this guidance is to (i) confirm CBP required data elements for the stow plan; (ii) re-affirm currently acceptable submission formats; (iii) describe additional data CBP would prefer carriers to provide; (iv) describe the data required for CBP to route messages back to carriers that use third party communications systems to submit stow plans; and (v) again confirm that anticipated ACE edits will reject any stow plan that does not have all the mandatory elements (upon deployment of M1, stow plans will be processed in ACE).

CBP system edits enforcing adherence to the data requirements described in the guidance document will become effective upon production deployment of the M1 (e-Manifest: Ocean and Rail).
