CBP Issues Sample Message Sets for Lacey Act Amendments Data (Phase II Enforcement Begins April 1st)
U.S. Customs and Border Protection has posted examples of PGA CATAIR Chapter message sets using the HI, HN and EI applications, that CBP will accept for entries that contain the Lacey Act Amendments declaration data for imported plants and plant products.

(The examples in the sample message sets are on softwood lumber, corrugated paper or cardboard with recycled content, wooden desks, and wooden frames made out of 100% recycled paperboard.)
Phase II Enforcement Begins April 1st, Limited to Certain Chapter 44 Items
Effective April 1, 2009, the Animal and Plant Health Inspection Service is implementing Phase II of its enforcement program for the Lacey Act Amendments declaration. (Phase I enforcement was limited to outreach, and the submission of the declaration was voluntary.)
Under Phase II, APHIS is only enforcing this declaration requirement for entries of certain Chapter 44 headings, specifically headings:
- 1 (fuel wood),
- 3 (wood in the rough),
- 4 (hoopwood; poles, piles, stakes),
- 6 (railway or tramway sleepers),
- 7 (wood sawn or chipped lengthwise),
- 8 (sheets for veneering),
- 9 (wood continuously shaped),
- 7 (tools, tool handles, broom handles), and
- 8 (builders' joinery and carpentry of wood).
Example Message Set on Softwood Lumber
CBP's first message set example is transcribed below for illustration purposes:
Example One
An entry of softwood lumber with only one CBP line item, the lumber is made of spruce, quantity 100 cubic meters, is harvested in Canada, is valued at $10,000, and is in one container:

(CBP notes that the listed message sets are actual test cases that CBP developed for testing purposes. However, a filer's programming does not have to match all of the examples listed, as CBP had to account for logic that may or may not be developed in the future.)
