CBP CSMS Messages and Web Postings

CBP has posted a presentation providing an update on ESAR A2.2 (the Initial Entry Summary Types release) and A2.3.1 (the Harmonized Tariff Schedule (HTS), Antidumping/Countervailing Duty (AD/CVD) release) that was given at the March 3-4, 2009 Trade Support Network meeting. 1. ESAR A2.2 and A2.3.1 Update Presentation from TSN Meeting

2. CBP to Amend PG04 Record of PGA Data Set, Trade Will No Longer Leave Percent of Constituent Element Blank if 100%

CBP has issued a CSMS message regarding an amendment to the CATAIR Participating Government Agency (PGA) data set. CBP states that the PG04 record has a data element named "Percent of Constituent Element." The description contains the statement "Four decimals places are implied. If the percent is 100%, then leave blank." This statement will be amended to read "Three decimal places are implied." If the percentage is 100%, the ABI filers will no longer leave this field blank. For Lacey Act the percentage field is completed only for recycled paper and paper board products. If the percent of the recycled paper and paperboard product is 100%, the genus/species and country of harvest are not required. If the percent of the recycled paper and paperboard product is less than 100%, the percent of paper and paper board product not recycled must have a genus/species and country of harvest records. 3. CBP Resolves ACE Issue Where Trade Did Not Receive 355 Response Messages

CBP issued a CSMS message stating that at approximately 9:42 a.m. on March 8, 2009 it resolved an issue where trade users nationwide were not receiving 355 response messages after submitting e-Manifests via EDI. 6. CBP Messages on AD and CV Duty Actions

The antidumping and countervailing messages CBP issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
