The International Trade Commission has posted to its Web site the 2009 Harmonized Tariff Schedule of the U.S., which is effective January 1, 2009.

January 1, 2009 HTS Reflects Presidential Proclamations, Corrections of Typos, Etc.
The following changes are reflected in the January 1, 2009 edition of the HTS (partial list):
Presidential Proclamation 8332, which implemented the U.S.-Oman Free Trade Agreement effective January 1, 2009. (See ITT's Online Archives or 12/30/08 news, 08123005, for BP summary.)
Presidential Proclamation 8331, which implemented the Dominican Republic-Central America-U.S. FTA with respect to Costa Rica and for other purposes effective January 1, 2009. (See ITT's Online Archives or 12/24/08 news, 08122405, for BP summary.)
Presidential Proclamation 8330, which designated Kosovo and Azerbaijan as Generalized System of Preferences (GSP)-eligible effective February 1, 2009 and terminated the designation of Mauritania from the African Growth and Opportunity Act (AGOA) effective January 1, 2009. Presidential Proclamation 8323, which suspended the designation of Bolivia from the Andean Trade Preference Act/Andean Trade Promotion and Drug Eradication Act (ATPA/ATPDEA) effective December 15, 2008; repealed the AGOA "abundant supply" provision for certain AGOA apparel effective October 31, 2008; included Mauritius as an AGOA lesser developed beneficiary country effective October 31, 2008; and provided a duty-free "2 for 1" benefit for Dominican Republic trousers, skirts, etc. made from "third country" fabric effective December 1, 2008; etc. (See ITT's Online Archives or 12/05/08 news, 08120505, for BP summary.)
Presidential Proclamation 8296, which modified the HTS for Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 (HOPE II). (See ITT's Online Archives or 10/10/08 news, 08101010, for BP summary.)
Presidential Proclamation 8294, which amended the HTS to implement the prohibitions on certain jadeite and rubies mined or extracted from Burma (Myanmar) and other countries, and jewelry containing these gems. (See ITT's Online Archives or 10/01/08 news, 08100115, for BP summary.)

Presidential Proclamation 8228, which amended the HTS to, among other things, restore certain duty rates which were inadvertently increased by the World Customs Organization (WCO)-recommended changes to the HTS that took effect on February 3, 2007. Print Version Is Going to GPO Contractor for Printing/Distribution
According to ITC sources, the print version of the January 1, 2009 HTS is in the process of being sent to the Government Printing Office contractor for printing and distribution to subscribers, which is expected to take a number of weeks.
