DDTC Issues Downloadable Registration Form DS-2032 for Defense Article Manufacturers, Exporters, Brokers

The State Department's Directorate of Defense Trade Controls has posted a downloadable Statement of Registration Form (DS-2032) for use by manufacturers, exporters, and brokers of defense articles, defense services, and technical data as required under the International Traffic in Arms Regulations (ITAR)1.

The DS-2032 now allows new and renewal registrants to fill in the downloaded form in PDF format and save the information directly on the form.

Downloadable DS-2032 Available With or Without Attachments

DDTC also offers two options for the downloadable DS-2032. Option 1 offers the individual DS-2032 form and selection of each attachment separately, which DDTC states is particularly useful to registrants who may require multiple attachment pages to provide the additional information needed to complete blocks 7 (Additional Directors, Officers, Partners, and Owners), 8 (Additional USML Categories), 9 (Additional U.S. Subsidiaries), 10 (Additional Foreign Subsidiaries), or 11 (Additional Parent Companies) of the DS-2032.

Option 2 offers the DS-2032 form and the attachments as a single package, which DDTC states is best utilized by registrants who do not require multiple attachment pages.

In both Options 1 and 2, the DS-2032 form and attachments open in an Internet Explorer page and documents can be downloaded from the Web site to the registrant's desktop, allowing the work to be saved and completed at a later time.

Updated Instructions for Preparing a Registration Package

DDTC has also updated its instructions for preparing a registration package. The entire registration submission must consist of the DS-2032, the transmittal letter, the back-up documentation (State Incorporation Certificate, State Certificate of Good Standing, etc.), and the fee, which must be physically mailed or sent through a postal delivery service to the address in the DS-2032 form instructions.

The registration package will not be accepted electronically (via email or fax).

1All manufacturers, exporters, and brokers of defense articles, defense services, or related technical data, as defined on the United States Munitions List (22 CFR Part 121), are required to register with DDTC.

Registration is primarily a means to provide the U.S. Government with necessary information on who is involved in certain manufacturing and exporting activities. Registration does not confer any export rights or privileges, but is a precondition for the issuance of any license or other approval for export.
