AD: Japan Large Newspaper Printing Presses
The International Trade Administration has issued the final results of its reconsideration of the 1996-2001 sunset review of the antidumping duty order on large newspaper printing presses and components thereof, whether assembled or unassembled (LNPP), from Japan.

The ITA issued its preliminary results of the reconsideration of the sunset review in November 2006; however, in January 2007, the Court of International Trade ordered the ITA to "discontinue any action in regard to a reconsideration" of the sunset review. This ruling was overturned in June 2008 by the Court of Appeals for the Federal Circuit, which allowed the reconsideration proceeding to resume.
(The CAFC ruled that the CIT erred in finding that the ITA's stated intention to reopen the sunset review proceeding (in the context of the March 2006 changed circumstances final results which found that TKS had provided certain false information) was final agency action.)
ITA Determines Revocation of Order Would Have Likely Lead to Dumping
As a result of its reconsideration of the sunset review, the ITA finds that revocation of the order on LNPP from Japan after the original sunset review period of 1996-2001 would have likely led to the continuation or recurrence of dumping.

AD Duty Rates Resulting from the ITA's Reconsideration of Sunset Review
The ITA will notify the International Trade Commission of its findings. If the ITC makes an affirmative finding, the AD order could be reinstated at the following AD duty rates for subject merchandise from Japan:
