Revised ICP on Vehicles, Parts and Accessories

U.S. Customs and Border Protection has issued a revised version of its informed compliance publication entitled, What Every Member of the Trade Community Should Know About: Vehicles, Parts and Accessories Under the HTSUS.

This publication was prepared by the National Commodity Specialist Division of Regulations and Rulings and provides guidance on the Harmonized Tariff Schedule (HTS) classification of vehicles, parts and accessories. The ICP was first published in May 1997, was revised in February 2001 and January 2004, reviewed with no changes in May 2005 and April 2006, and was most recently revised in August 2008.

ICP Revised to Conform to February 3, 2007 HTS Changes

According to CBP sources, this ICP was revised to conform to the World Customs Organization-recommended and other changes that were implemented by the February 3, 2007 edition of the HTS.

As a result, the HTS numbers throughout the ICP have been updated.

Information Added to Automotive Basket Provisions, Common Errors Addendum

CBP sources add that the ICP's addendum, entitled "Automotive Basket Provisions in Chapter 87 and Most Likely Errors," has been updated to include additional listings.

("Basket Provision" is the common term for tariff numbers which encompass goods which are not classifiable in other, more specific provisions.)

This addendum provides a compilation of the most commonly used basket provisions in HTS Chapter 87, and the most likely items which would be classified there erroneously.

CBP notes that this list indicates only the major errors and all "Parts of General Use" as defined in Section XV, Note 2 are excluded from any provision in Chapter 87.
