U.S. Customs and Border Protection has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas (TRQs) and tariff preference levels (TPLs) that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 2. Updated Presentation on the ACE Cargo Control and Release Delivery
CBP has posted an updated version of its PowerPoint presentation providing an overview of the Automated Commercial Environment (ACE) delivery entitled Cargo Control and Release (CCR).
CBP's updated presentation provides additional details on CCR (includes releases M1, M2.1, M2.2, and M2.3). The presentation now includes information on the objective of the CCR delivery, etc. The updated version also reflects the delay in deployment of M1 (e-Manifest: Ocean and Rail for advance cargo information purposes) capabilities, which is now targeted for spring 2009.

3. Port of San Francisco Experiencing Intermittent Telephone Outage
CBP has issued a CSMS message announcing that the San Francisco Customhouse located at 555 Battery Street, San Francisco is experiencing intermittent telephone outage. Until the situation has been resolved, Customhouse personnel may be contacted by calling Chief Evan Bladh at 415-525-1592. 4. Other CBP Messages and Postings
Ad hoc reporting info. CBP has posted a notice regarding its report editing feature known as ad hoc reporting to the ACE Secure Data Portal. Ad hoc reporting allows ACE portal account holders to generate account revenue and account profile reports that contain only the information needed to fulfill their specific business needs. September TSN plenary will feature plans for ACE integration. CBP has issued a notice stating that it plans to use the September 2008 Trade Support Network (TSN) plenary session as a forum to discuss how the ACE will affect trade processing for participating government agencies (PGAs). Among other things, the September conference will feature updates from select PGAs on their efforts to integrate with ACE. CBP hosts USDA plant health directors. CBP reports that its port security operations in the Atlanta/New Orleans region hosted a day-long meeting with U.S. Department of Agriculture's state health directors in New Orleans on August 5, 2008. NEXUS membership revoked for marijuana smuggling attempt. CBP reports that it has revoked the NEXUS membership of a Canadian citizen for attempting to smuggle marijuana into the U.S. at the Peace Bridge border crossing in Buffalo, NY. ESTA online application tool available. The Electronic System for Travel Authorization online application tool is now available. Through the tool, those interested in the program can complete and submit an application, receive and record their application number, and receive a response to the application. 2008 CLP Bulletin. CBP has posted its 2008 Carrier Liaison Program Bulletin which provides, among other things, an updated list of Six-Month Club Members. Citizens of countries listed are exempt from the six-month rule and need only have a passport valid for their intended period of stay. 5. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages U.S. Customs Border and Protection issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
