The ITA has also determined that it made ministerial errors in its calculation of the final AD duty rates for Maquilacero S.A. de C.V. and Productos Laminados de Monterrey S.A. de C.V. (PROLAMSA), which also affect the AD rates of several other companies, including the all-others rate.

AD Suspension of Liquidation Instructions

The ITA will instruct CBP to continue to suspend liquidation of all imports of LWRP from Mexico with a time of entry on or after January 30, 2008, for all producers/exporters other than PROLAMSA.

Because the ITA found PROLAMSA to have a de minimis margin in the preliminary determination and found it to have a margin above de minimis in the final determination, suspension of liquidation will continue for entries of LWRP by PROLAMSA with a time of entry on or after June 24, 2008 (the publication date of the final determination).

AD Cash Deposit Instructions

CBP will require, at the same time as importers would normally deposit estimated duties on subject merchandise, a cash deposit equal to the following estimated AD margins for entries on or after August 4, 20081 (note that certain AD rates have changed since the final determination):
