CBP CSMS Messages and Web Postings

CBP has issued its weekly tariff rate quota and tariff preference level commodity report as of June 30, 2008. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, tobacco, certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, SFTA, and UCFTA TPLs and TRQs for qualifying apparel and/or other textile articles, the TRQs on worsted wool fabrics, etc. (CBP's weekly TRQ/TPL commodity report available at http://www.cbp.gov/xp/cgov/trade/trade_programs/textiles_and_quotas/commodity/)

1. Weekly TRQ/TPL Commodity Report as of June 30, 2008

2. Updated TRQ/TPL "Threshold to Fill" List

CBP has posted an updated version of its TRQ/TPL "threshold to fill" list, a quick reference to monitor tariff rate quotas and tariff preference levels that are approaching the restraint limit or have filled the in-quota (low duty) rate. The list is divided into two sections - quotas that are at least 85% filled and quotas that are closed. 3. CATAIR Amendment 25 Posted

CBP has posted Amendment 25, dated June 2008, to the Customs and Trade Automated Interface Requirements (CATAIR) document. According to CBP, the CATAIR has been amended as follows:

Two chapters deleted - the following two chapters were deleted from the CATAIR, renamed, and are now located in the draft version of the ACE ABI CATAIR:

Add CBPF-5106 to Importer/Consignee File, renamed as Importer/Consignee Create/Update

Query Importer/Bond, renamed Importer/Bond Query

CBP notes that the record layouts and data elements for these chapters remain unchanged.

Updated appendix - CATAIR Appendix A (Cross Reference) was updated to remove data elements from the above chapters.

4. Harmonized System Update - Changes to the 2008 HTS

CBP has issued a CSMS message announcing recent changes to the 2008 Harmonized Tariff Schedule (HS Update No. 0803), which include the following:

Modifications made as a result of the 484(f) Committee, the Committee for Statistical Annotation of Tariff Schedules. New statistical breakouts have been created, and these changes are effective 07/01/08.

Changes required by the verification of the 2008 HTS (CBP will continue to verify the 2008 HTS for the remainder of the year).

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures outlined in the CATAIR.

5. Updated "ACE on the Road" Event Schedule

CBP has posted an updated version of its "ACE on the Road" event schedule, which includes the following events:

July 17, 2008 ACE Information Seminar in El Paso, TX - seminar flyerwas also posted. Free.

August 7, 2008 ACE Information Seminar in New Orleans, LA - conference flyerwas also posted. Cost is $25 per person.

Topics for the seminars include the current status of ACE, future releases of ACE, and ACE reports (live demo).

6. Other CBP Postings and Messages

CBP official speaks about combating importation of counterfeit goods. CBP reports that Assistant Commissioner Baldwin gave a keynote address at the International Law Enforcement Intellectual Property Crime Conference in Halifax, Nova Scotia, Canada highlighting how partnerships are an integral part of CBP's strategy to combat the illegal importation of counterfeit goods. NEXUS participant arrest for smuggling MDMA. CBP reports that officers apprehended a U.S. participant in the NEXUS trusted traveler program for smuggling into the U.S. 2.3 pounds of methylenedioxy methamphetamine (MDMA), the principal psychoactive ingredient of the street drug "ecstasy," worth approximately $10,000 at the Peace Arch port of entry.
