U.S. Customs and Border Protection has posted a notice announcing that the fourth tranche for the fiscal year 2008 specialty sugar tariff rate quota that opened on Wednesday, May 14, 2008 oversubscribed at opening moment. The pro rata percentage is 60.31951% or 0.6031951.

1. 4th Tranche of Specialty Sugar TRQ Oversubscribed at Opening Moment
Entries or withdrawals for consumption for specialty sugar presented after the opening should be returned to the broker for amendment. The importer has the option to distribute the prorated allocation on a given entry (i.e., more or less than the prorated amount, or none at all). The importer may also transfer the allotment to entries at another port. However, in any of these scenarios, the importer may not enter more than the total prorated amount that was properly presented at opening.
Note that the final FY 2008 tranche for specialty sugar will open on August 27, 2008. (See ITT's Online Archives or 05/02/08 news, 08050220, for BP summary announcing that the fourth tranche would open May 14th.)

2. Other CBP Postings and Messages
Proclamation 8240. CBP issued a memo regarding technical corrections affecting certain textile products and amendments to the African Growth and Opportunity Act and the Generalized System of Preferences made by Presidential Proclamation 8240. The memo does not provide effective dates for all of the changes. Wait times at major pedestrian crossings. CBP reports that it has made enhancements to its Web site to assist the public with cross-border travels during the busy summer travel season. CBP's Web site now includes pedestrian wait times for 12 land border crossings along the U.S.-Mexico border in addition to vehicle wait times posted. 3. Miscellaneous CBP Messages on AD and CV Duty Actions
The antidumping and countervailing messages U.S. Customs Border and Protection issues on behalf of the International Trade Administration are now only available on CBP's Web site at http://addcvd.cbp.gov. AD and CV ABI administrative messages are no longer issued.
