(According to BIS, the CCL is a list of items covering a broad range of commodities, software and technologies that are subject to the Export Administration Regulations (EAR) and that help control the export of dual-use items.)
BIS states that its intention is to conduct systematic reviews of the CCL which are similar to the recently conducted 2007/2008 review of the CCL (but which only review one-third of the CCL each year). (See today's ITT, 08042815, for BP summary of BIS' final rule amending the Export Administration Regulations (EAR) as the first phase of the regulatory implementation of the results of its 2007/2008 review of the CCL.)
BIS to Create a Three Year Review Cycle
BIS plans to review one third of the CCL each year to create a three year review cycle. BIS states that these subsequent CCL reviews may allow for a more in-depth analysis of a particular CCL category or industry sector.
During the reviews, emphasis will be placed on:
overall structure of the CCL;
types of items that should be listed on the CCL;
particular industry sectors;
updates on item descriptions; and
coordination and harmonization with regard to the multilateral regimes.
