2. House Plans to Delay Consideration of Colombia FTA

Reuters reports that Democratic leaders in the House of Representatives announced plans to delay action on the free trade agreement with Colombia by voting to eliminate the mandatory 90-day deadline for an up-or-down vote on the pact. (Reuters, dated 04/09/08, available at http://www.reuters.com/article/politicsNews/idUSN0917665020080409) reports that on April 2, 2008, the Environmental Protection Agency announced the availability of almost $50 million in grant funding to establish clean diesel projects aimed at reducing emissions from the nation's existing fleet of diesel engines. State, local, regional and tribal governments can apply for the grants, as well as nonprofits and institutions with transportation, educational services and air quality responsibilities. 3. WTO Dispute Panel Rules Against EU in Banana Dispute

The World Trade Organization announced that on April 7, 2008 a WTO dispute panel issued a report against the European Union's implementation of an earlier dispute ruling on the importation, sale and distribution of bananas. 4. Northrop Grumman Enters into $10 Million Consent Agreement With DDTC

The State Department's Directorate of Defense Trade Controls has announced that Northrop Grumman Corporation has entered into a consent agreement to settle 110 violations of the Arms Export Control Act and the International Traffic in Arms Regulations in connection with the unauthorized export of defense articles and defense services. As part of the consent agreement, Northrop Grumman agrees to pay a $10 million civil penalty. 6. Canada Initiates AD Re-investigation of Copper Pipe Fittings from the U.S., Korea, and China

The Canada Border Services Agency has issued a notice announcing that it has initiated a re-investigation of the normal values and export prices of certain copper pipe fittings originating in or exported from the U.S., Korea, and China. The CBSA is not initiating a re-investigation of the amount of subsidy respecting certain copper pipe fittings from China at this time. 7. EU Extends AD Duties on Shoes from China/Vietnam, Imposes New Duties for Shoes from Macao

The Hong Kong Trade Development Council reports that in March 2008, European Union Member States voted to extend existing antidumping duties on certain footwear with leather uppers from mainland China and Vietnam. They also voted to impose AD duties on such shoes from Macao SAR to address transshipping concerns as shoe exports from Macao had quadrupled after the AD duties were imposed on China and Vietnam. 8. Latin American Development Program Update

The Treasury Department has posted a fact sheet providing an update on the Latin America Infrastructure Development Program which partners with the private sector to identify, structure, and launch sustainable infrastructure projects. 9. BIS Information System TAC to Meet on April 23-24, 2008

The Bureau of Industry and Security has issued a notice announcing that the Information Systems Technical Advisory Committee (ISTAC) will hold a partially open meeting on April 23 and 24, 2008 in Washington, DC. ISTAC advises the Office of the Assistant Secretary for Export Administration on technical questions that affect the level of export controls applicable to information systems equipment and technology.
