Certain Product Petitions Withdrawn from 2007 GSP Annual Review

On November 26, 2007, the International Trade Commission received a letter from the U.S. Trade Representative advising it of the withdrawal of petitions which had requested the addition of the three Harmonized Tariff Schedule subheadings to the list of articles eligible for duty-free treatment under of the Generalized System of Preferences program from all countries under the 2007 annual review.

As a result, the ITC is changing the scope of its investigation to exclude consideration of three HTS subheadings.

(In September 2007, at the request of the USTR, the ITC initiated an investigation (332-493) to determine the likely impact on competing U.S. industries of: (1) adding nine HTS subheadings to the list of articles eligible for duty-free benefits from all GSP beneficiary developing countries and (2) removing two HTS subheadings from duty-free eligibility from certain GSP beneficiary developing countries.)

Three HTS Subheadings No Longer in ITC Investigation

The following three HTS subheadings are no longer part of the ITC's investigation, as their product petitions were withdrawn:

ITC to Provide Advice to USTR on Remaining HTS Subheadings

The ITC will provide its probable economic effect advice to the USTR with respect to the remaining HTS subheadings that remain the subject of product petitions by December 19, 2007. These HTS subheadings are:

For possible addition to GSP: 2917.12.10 (Adipic acid), 4412.39.50301 (Other plywood sheets, not exceeding 6 mm in thickness, with an outer ply of certain pines), 7601.10.30 (Certain unwrought aluminum, not alloyed, of uniform cross section throughout its length), 7601.20.30 (Certain unwrought aluminum alloys, of uniform cross section throughout its length), 7604.21.00 (Certain aluminum bars, rods, and profiles of aluminum alloys, hollow profiles), 8111.00.49101 (Certain unwrought manganese and articles thereof, including waste and scrap).

For possible removal from GSP: 2931.00.90 (Certain other organo-inorganic compounds -remove for India), and 3920.62.00 (Polyethylene terephthalate film, sheet, and strip - remove for Brazil).
