3. Commissioner Basham Discusses ACE, NTC - Cargo at Trade Symposium

CBP has posted a transcription of Commissioner Basham's speech given on November 14, 2007 at CBP's 2007 Trade Symposium. During his speech, Basham discussed topics such as trade and infrastructure challenges, a supply chain security strategy, 102 (Security Filing (SF)), the new National Targeting Center - Cargo, ACE, etc.

The following are highlights of Basham's remarks regarding NTC - Cargo and ACE:

New NTC focused on cargo. Basham stated that in the spring of 2007, CBP opened a new National Targeting Center (NTC - Cargo) dedicated to processing the data on cargo shipments. (The original NTC now focuses solely on information related to traveler movements.)

The new NTC - Cargo has a section to house the International Fellowship Program, under which customs officials from U.S. foreign partners conduct joint targeting assessments with their U.S. counterparts. Two officials from Japan are currently at the new Center, and CBP expects two European Union officials to arrive in early 2008.

ACE to integrate/replace CBP trade processing systems by 2010. Basham states that CBP is continuing to deploy portions of the ACE technology, which now is processing truck manifests across the entire U.S. land border. Through ACE, CBP will integrate and replace virtually all CBP trade processing systems, a goal CBP expects to reach in 2010.
