Census Announces New License Code C57 for Exports Eligible for Authorization Validated End-User

The Census Bureau has issued Automated Export System broadcasts announcing that as a result of the Bureau of Industry and Security's creation of a Validated End-User (VEU) program, a new license codeC57-VEU has been added to AES.

C57 Must be Used for VEU Exports Instead of Other License Codes

Census sources have confirmed that filers should now use license code C57 to report VEU-eligible exports as appropriate since BIS has published the names of five initial VEUs for China. (Census sources have stated by telephone that although the VEU program has been extended to India, because BIS has not yet listed any eligible VEUs for India, license code C57 should not yet be used for any India exports.)

(On June 19, 2007, BIS issued a final rule which created a new authorization for VEUs located in eligible destinations in China, etc. to which commodities, software and technology (except those controlled for missile technology (MT) or crime control (CC) reasons) may be exported, reexported or transferred without a license. Authorization VEU was extended to India on October 2, 2007.

On October 19, 2007, BIS issued a final rule listing the names of five end-users in China approved to receive exports, reexports, and transfers of certain items to certain destinations under Authorization VEU.)

AES Reporting Requirements for C57 Available in AESTIR Appendix F

AES reporting requirements for license code C57 are available in Appendix F of the AES Trade Interface Requirements (AESTIR).

AESTIR Appendix F describes license code C57 as an authorization for Validated End-User for certain authorized exports and reexports of Commerce Control List items to China and India.

AESPcLink Users Need to Update Their AESDirect Code Tables for New Code

All AESPcLink users will need to update their AESDirect code tables to reflect the update of the license codes. Users of AESDirect who file via the Web site (www.aesdirect.gov) will have their code tables updated automatically via the program.
