2. Port of Long Beach Port Postpones Consideration of Clean Truck Plan

The Port of Long Beach has issued a press release stating that it had pulled a staff proposal for a Clean Trucks Program tariff to progressively ban the dirtiest diesel-powered trucks from calling at Port of Long Beach shipping terminals from its October 26, 2007 meeting agenda. (One commissioner could not attend the meeting; also, the Port of Los Angeles had amended its version of the proposal over the weekend. 3. BIS Adds Previously Omitted List of Items in EAR for One China VEU

The Bureau of Industry and Security has issued a final rule which amends the Export Administration Regulations list of approved end-users in China under Authorization Validated End-User in order to correct an inadvertent omission in the list of items approved for National Semiconductor Corporation. 4. 3 Iranian Banks Designated for Proliferation, Support of Terrorism

The Treasury Department has posted Secretary Paulson's statement regarding the designation of Iranian entities and individuals for proliferation activities and support of terrorism that was announced on October 25th. Among other things, the State Department designated under Executive Order 13382 Iran's Bank Melli, Bank Mellat, and Bank Saderat for facilitating Iran's proliferation activities or its support for terrorism. 5. New U.S.-Mexico Plan to Provide Technology to Better Screen Cargo

Washington File reports that a new U.S.-Mexico cooperation plan is seen as a way to reduce growing drug trafficking and other criminal activities on the two countries' mutual border. Among other things, the plan will provide for additional technology so that cargo coming to the U.S. will be better screened for contraband. 6. NY/NJ Port Files Agreement with FMC to Authorize "Green" Discussions

The Federal Maritime Commission has given notice that the Port of New York/New Jersey has filed an agreement that would authorize the parties to discuss issues to promote environmentally sensitive, efficient, and secure maritime operations at their ports. 7. Court Upholds Stay Making Ships Approaching Calif. Reduce Emissions

The Natural Resources Defense Council has issued a press release stating that the 9th Circuit District Court has upheld a stay which guarantees the enforcement of California Air Resources Board (CARB) regulations while the lawsuit is heard. As a result, most ships will have to use cleaner fuels in their auxiliary engines as they approach the California coast. 8. Census May Notify Other Enforcement Agencies of AES Scofflaws

American Shipper reports that during the 2007 Western Cargo Conference (WESCCON), Census officials noted that if a company repeatedly failed to corrects its AES transmissions after Census had worked with them, Census may refer the company to other agencies, such as Customs or Commerce, to check the company's compliance with other trade regulations. 9. GAO Testimonies on Securing the Commercial Aviation/Surface Systems

The Government Accountability Office has published two similar congressional testimonies on aviation and surface transportation security. Among other things, the GAO notes that the Department of Homeland Security and the Transportation Security Administration have not yet developed and implemented technologies needed to screen air cargo. In addition, TSA has only initiated efforts to develop security standards for passenger and freight rail, and has not addressed commercial vehicles or highway infrastructure, including bridges and tunnels. 10. GAO Testimony on SBInet Program Implementation

The GAO testified before two subcommittees of the House Homeland Security Committee that the Department of Homeland Security has made progress to implement Project 28 - the first segment of SBInet technology across the southwest border, but it has fallen behind its planned schedule. 11. CBP Chicago Pipeline on Recording Partial Agriculture Holds in AMS

U.S. Customs and Border Protection at the Port of Chicago has issued a Pipeline stating that effective November 1, 2007, when only part of a perishable cut flower or produce shipment is found to contain pests or disease, the Automated Manifest System hold will remain in place and will show the piece count for the portion that remains on hold. The details of the hold will continue to be referenced on a CBP Form 6051D and given to the carrier for inclusion with the shipping documents. (Prior to this port's change, the AMS hold was removed and the detained portion was held using the CBP Form 6051D, without capturing the details of the partial hold electronically.) 12. DOE Corrects Comment Due Date on Framework Doc for Dryers/ACs

The Department of Energy has issued a notice correcting the date for accepting comments to November 7, 2007 on its framework document for residential clothes dryers and room air conditioners, which could result in the establishment of amended conservation standards. 13. Public Meeting on Codex Committee on Food Import and Export Inspection

The Food Safety and Inspection Service has issued a notice announcing a public meeting on November 1, 2007, sponsored by the Office of the Under Secretary for Food Safety and Health and Human Services, to discuss and present draft positions on the agenda items coming before the 16th Session of the Codex Committee on Food Import and Export Inspection and Certification Systems, which will be held November 26 - November 30, 2007 in Queensland, Australia. 15. CPSC Amends Flammability Standards for Carpets and Rugs

The Consumer Product Safety Commission has issued a notice stating that it amending the flammability standards for carpets and rugs to remove the reference to Eli Lilly Company Product No. 1588 in Catalog No. 79, December 1, 1969, as the standard ignition source and provide a technical specification defining the ignition source.
