Additional Information Available on India's Eligibility for Authorization Validated End-User
In early October 2007 the Bureau of Industry and Security issued a final rule, effective October 2, 2007, amending 15 CFR 748.15(b) by adding India as an eligible destination for exports, reexports and transfers under Authorization Validated End-User.

Since then, BIS has posted additional information regarding India's eligibility for the VEU program to its Web site.
(A VEU is a pre-screened company from certain designated countries (currently only India and China) that meet the security requirements of a U.S. government interagency review process to import certain U.S.-controlled items without individual licenses.
BIS previously stated that designating India as an eligible destination under Authorization VEU builds upon the advances made in the U.S.-India High Technology Cooperation Group (HTCG) and the Next Steps in Strategic Partnership (NSSP) and that Authorization VEU is intended to further streamline U.S.-India trade in dual-use technologies.)
